Home Information Packs – Legal Requirements

Home Information Packs (HIPs) were to become compulsory from 1 June 2007. This has now been delayed until 1st August 2007, but initially for homes (houses and flats) with 4 or more bedrooms. It is envisaged that when further numbers of Energy Assessors have qualified, 3 bedroom homes will be next to become compulsory, and then finally all other houses and flats.

What is a HIP and what must a HIP contain?

The documents and information which must be included in the HIP are: 

  • An Energy Performance Certificate and recommendation statement (EPC)
  • A Sales Statement (a basic statement that includes the names of the sellers, the property address, whether it is freehold or leasehold and whether the title is registered or unregistered)
  • Evidence of Title
  • Local search
  • Drainage and water report

In addition, for leasehold properties (where applicable) the contents include:

  • Lease (an official copy or original)
  • Rules and regulation made by the Landlord or managing agents
  • Statements or summaries of service charges for the previous 36 months
  • Demands for service charge, ground rent and insurance premiums for the previous 12 months
  • Landlord/Managing agents’ names and addresses
  • Amendments made or proposed to the lease or to any rules and regulations
  • Works summary of any being undertaken or proposed affecting the property or building

All requests for HIPs will be processed ‘on-line’ and in the majority of cases will be ready in five working days.
